Home rebuilding
0Habitat for Humanity has measured success for decades by the number of houses it has built from
the ground up.
But that is about to change. With the start of the Neighborhood Revitalization Initiative
earlier this year, Habitat has shifted some of its focus to rehabilitating vacant or dilapidated
houses and helping families already in homes with repairs and weatherization.
It’s a sea change for the 30-year-old organization that has built nearly 400,000 homes
worldwide.
“That’s quite an evolution from just building homes,” said E.J. Thomas, CEO of the Greater
Columbus Habitat for Humanity affiliate. “But … how do we take the next step, the next rung on
the ladder.”
Instead of focusing on how many houses have been built, affiliates will count how many families
they’ve served. The Greater Columbus Habitat is one of 40 affiliates taking on the new initiative
and will help the organization develop standards for measuring the program’s success. It will also
be one of the first to initiate the “A Brush with Kindness” program, which will help low-income
homeowners with household repairs and renovations.
“If you go into a blighted neighborhood and you build a home, you’ve helped one family,” Thomas
said. “But what has that done for the overall neighborhood?”
The Greater Columbus affiliate has averaged 15 new houses a year. Next year, 22 families will
move into homes – half of which will be what the group calls “ReBuilds,” in which the house is
stripped to its foundation and rebuilt.
Greater Columbus bought two homes, on Ross Road and Rosemore Avenue in Whitehall, for
rehabilitation that is under way. In the spring, a family moved into a home on Siebert Street, the
first non-new build for the affiliate.
Although the change was prompted in part by a glut of foreclosed and abandoned homes in blighted
neighborhoods, it was more about expanding the group’s impact in those communities, Thomas
said.
ReBuilds give Habitat access to neighborhoods it couldn’t reach previously. Instead of having to
seek out a few pockets of vacant land, volunteers can turn a neighborhood eyesore into a home.
Delaware County Habitat is working on its 39th home, and first ReBuild, on Union Street in
Delaware.
Harry Pape, executive director of the Delaware affiliate, said volunteers relish the opportunity
to give new life to an old house.
“I get more excitement from people out of (rehabs) than when we’re building new on a lot,” Pape
said.

Through the new program, Habitat has been able to take advantage of federal Neighborhood
Stabilization Program funds. Cities and counties awarded that money must spend at least a quarter
of it on people earning half of the median income, or $32,500 in Ohio. Families earning that little
often can’t afford a regular mortgage, so Habitat’s zero-percent interest mortgage is their
opportunity to own a home.
Columbus has given Greater Columbus Habitat $3million from the federal fund since 2008, said
Rita Parise, housing administrator for the city’s Department of Development.
“They bring a lot more to the table than a typical homeownership development,” she said,
singling out Habitat’s new homeowner-education component.
Rehabilitation of homes also benefits the city, Parise said.
“There are lots of homes out there that are very important to the community in terms of
architectural quality or location, and a lot of folks don’t want to see the property demolished,”
she said.
Brush with Kindness, while it doesn’t put people in homes, keeps them there and preserves
affordable housing stock. The program attracts donors who like the reach their money can have,
including AEP, which recently gave the Delaware affiliate $10,000.
“We’re trying to expand the number of families we can serve and making sure they’re living in
safe, decent and affordable homes,” Pape said. “If I can raise $100,000 and help 20 families with

Foundation shift closes BOE room
0PARKERSBURG – Wood County Schools’ Bailey Board Room will be closed until mid-December as crews work to shore up a sinking foundation.
The board room, which occupies the northeast corner of the district’s 13th and Plum Street office building, has shown evidence of cracks in the floor, walls and ceiling resulting from a shift in the building’s foundation.
Sue Woodward, assistant superintendent of school services, said officials voluntarily closed the board room Thursday after speaking with structural engineers to assess the damage and possible repairs.
Woodward said crews next week will install temporary supports underneath the board room, with larger-scale repairs planned for this summer. The board room is expected to reopen Dec. 13, with the Wood County Board of Education’s next meeting planned for Dec. 14.
“We’ve rescheduled all meetings in that room until Dec. 13,” Woodward said. “This was done as a precautionary measure, and so far everyone is pleased with the action we are taking.”
Cost estimates were not immediately available Friday. Woodward said foundation work this summer likely would be bid out, and only a handful of local contractors in the area are able to do this sort of large-scale foundation repair ( Foundation types
